The Resource Conservation & Development (RC&D) is a federal program administered by the USDA-Natural Resources Conservation Service; however, the non-profit organization formed as a result of this program is governed by a local board of directors referred to as the RC&D Council. As part of the federal RC&D approval and official designation process, the US Department of Agriculture requires sponsorship from local entities and units of government within the established service area.
